Foreman Spike is the overseer of the Construction Site, also serving as Mario and Luigi's former boss.
History
Wrecking Crew
In Wrecking Crew, Spike worked as foreman at the Construction Site. He repeatedly antagonized Mario and Luigi, who were hired as demolition men, by taking coins during Bonus Stages for himself.
Wrecking Crew '98
Much later on, in Wrecking Crew '98, Foreman Spike wanted vengeance on Mario, apparently considering himself as Mario's original rival, and so tricked Bowser to construct a large number of skyscrapers in the Mushroom Kingdom.[1]
In his encounter with Mario, Spike challenged Mario to defeat him in under 2 minutes for a secret. With Mario successfully crumbling the skyscraper they were fighting on, Spike admitted that he hadn't had that much fun in a while.
